Google Play Store Content Policy: A Moderation Checklist for Android Developers
Google Play's Developer Program Policies require apps with user-generated content to implement moderation systems. Unlike Apple's Guideline 1.2, which has four specific sub-requirements, Google's policies are spread across multiple sections and can be harder to pin down. This guide consolidates the requirements into a practical checklist.
Where Google's UGC Requirements Live
Google's moderation requirements are scattered across several policy sections:
- User-Generated Content — the main UGC policy
- Sexual Content — explicit rules for NSFW content in UGC
- Hate Speech — content that promotes violence or hatred against groups
- Bullying and Harassment — protections against targeted abuse
- Child Safety — stringent rules for child-directed or child-accessible content
- Deceptive Behavior — fraud, impersonation, and misleading content
The common thread: if your app lets users create and share content, you must have systems in place to prevent abuse.
The Moderation Checklist
1. Content Filtering
Google expects automated moderation for apps with high volumes of UGC. Manual review alone is not sufficient for apps at scale.

2. User Reporting
Users must be able to report content they find objectionable. The report should be accessible from every piece of UGC — posts, comments, profiles, and messages.
Key requirements:
- Accessible from the content itself — not buried in settings
- Multiple report reasons — harassment, spam, nudity, violence, etc.
- No account required to report (recommended, not always required)
- Acknowledgment — tell the user their report was received
3. Content Removal and Enforcement
You must be able to remove content that violates your policies. Google checks for:
- Timely removal — content flagged by users or automated systems should be acted on promptly
- Repeat offender handling — users who repeatedly violate policies should face escalating consequences (warnings, temporary bans, permanent bans)
- Appeal mechanism — users whose content is removed should have a way to contest the decision

4. In-App Disclosure
Your app must disclose that it uses content moderation. This is typically done in:
- Terms of service / community guidelines
- An in-app content policy page
- A first-run onboarding screen that explains community standards
5. Age-Appropriate Content
If your app is rated for younger audiences (Everyone or Teen), your moderation must be stricter. Google's content rating questionnaire asks about UGC, and your answers affect your app's rating.
- Apps rated Everyone: must filter all potentially objectionable UGC
- Apps rated Teen: must filter mature content (nudity, extreme violence)
- Apps rated Mature 17+: more flexibility, but still must enforce Google's baseline policies
6. Sexual Content Policies
Google is particularly strict about sexual content in UGC:
- No sexually explicit content in apps rated below Mature
- No sexual content involving minors — ever, in any app
- Profile photos and avatars must be moderated for sexual content
- Private messages are not exempt — if your app facilitates messaging, you're expected to have safeguards
7. Play Store Listing Requirements
Your Play Store listing should:
- Accurately describe the UGC features
- Include a link to your community guidelines or content policy
- Correctly answer the content rating questionnaire regarding UGC
What Triggers a Policy Strike
Google issues policy strikes that can lead to app removal. Common triggers:
- User reports of unmoderated offensive content
- Google's own review finding policy-violating UGC
- Lack of reporting mechanism
- Inadequate response to content that violates Google's policies
- Child safety violations (highest severity)
Pre-Launch Checklist
- Automated content filtering for text and images
- User reporting accessible from all UGC surfaces
- Content removal workflow with timely action
- Repeat offender escalation (warnings → restrictions → bans)
- Appeal mechanism for moderation decisions
- Community guidelines published in-app
- Content rating questionnaire accurately completed

Differences from Apple's Guideline 1.2
If you already pass Apple's Guideline 1.2, you're most of the way there for Google Play. The main differences:
- Google is broader: requirements span multiple policy sections instead of one numbered guideline
- Google emphasizes enforcement: not just filtering, but active enforcement against repeat offenders
- Google's review is ongoing: Apple reviews at submission time, but Google can review your app at any time and issue strikes
- Content ratings matter more: your IARC rating directly affects what moderation is expected
